Preparation of Draft Business Rules for the Government of Telangana State

Description

After the bifurcation of the erstwhile state of Andhra Pradesh, the existing Business Rules were taken up for review and revision by the newly formed Government of Telangana, for the following reasons:

  1. Formation of the new state of Telangana
  2. Latest revision (for undivided state) was carried out a decade back
  3. To optimize the file work of the Chief Minister
  4. To bring in appropriate reallocation of subjects in tune with current times
  5. To revisit and affect changes in Delegation of Powers, in tune with the present requirements
  6. Recent Acts such as Right to Information Act 2005 and Right to Education Act 2009 and Food Security Act 2013 do not have a place in the subjects allocated to departments
  7. To ensure allocation and disposal of the subjects in accordance with the present development orientation of the Government

A committee with three senior Principal Secretaries was constituted to review and revise the existing Business Rules. The CM & ODRG of CGG provided the entire back-end support to this Committee including the required desk research, preparation of draft business rules, presenting the draft committee and recording the changes suggested, carrying out the changes and facilitating the next iteration etc. After several iterations, a final draft of the revised Business Rules was Prepared and submitted to the Committee.
